DESCRIPTION:

Geopolicity provided technical assistance for Iraq’s Education sector, including service delivery model description, education results matrices, sector costing of primary and secondary education and functional review. This support contributed towards identifying key sector and intra-sectoral issues to be addressed within a new sector-based Road Map - developed by Geopolicity - that set investment priorities over the medium term. Work included significant field and desk-based data collection and analysis, including, but not limited to: (i) Human Resources management and reform including the separation, reform and prioritization of ministerial functions and roles, (ii) review of national budget processes and priorities for the sector (iii) M&E system development (iv) identification of structure and capacity gaps, and (v) development of a reform and restructuring roadmap.

 

Geopolicity carried out an extensive functional review of the Iraqi education sector with a focus on four main areas: (i) primary and secondary education policy, (ii) education sector efficiency, (iii) upstream program appropriateness and effectiveness, and (iv) downstream organizational and business process re-engineering. In conducting the Functional Review, Geopolicity engaged in a number of key activities with a strong focus on improving and strengthening local and national governance and public financial management. We drafted a Service Delivery Model (SDM) Review, describing, in detail, the decision-making structures of the Iraqi Ministry of Education at central, regional, provincial and district levels.

 

 

ACTIVITIES UNDERTAKEN

  • Developed a Primary and Secondary Education Sector Roadmap, outlining a set of concrete actions to be undertaken by Government in Phase II of the wider I-PSM, to strengthen existing service delivery arrangements through functional reforms. Sector Costing, budget preparation and execution support in line with PFM Road Map;

  • Development of M&E Framework and Plan;

  • Development of reform baselines and key performance indicators; and,

  • Sub-national M&E system development for School-Based Management.
