DESCRIPTION:
The Iraq-Public Sector Modernisation programme is a Joint Programme of the UN funded by the UNDG Iraq Trust Fund (including earmarked Multi Donor and non-earmarked Interest funds) involving UNDP, WHO, UNICEF, UNESCO and UN-Habitat established to support the Government of Iraq in modernizing its public sector by adopting a public sector reform strategy for all of government and launching its implementation in three key sectors. The program was formulated and established by Geopolicity, and large parts of the execution phase were delivered also..
ACTIVITIES UNDERTAKEN:
Consulting and support services to Iraq Government; preparatory assessment of the Senior Executive Service and development a Civil Service Reform road map; preparation of detailed sector assessments and their implementation, PFM Reform Road Maps, MTEF (Education), Sector Costing, support for provincial budgeting and decentralization, service delivery, civil service and expenditure management, and public/wider participation including private sector
OUTCOME:
National framework for public sector reform, linked to a reform road map, and implemented across 8 Ministries, provinces and the Iraqi region of Kurdistan.
