DESCRIPTION:

This program provides targeted support for the effective implementation of the Government of Afghanistan’s Next Generation Public Administration Reform (NGPAR) Strategy which is under development and support for aid and development effectiveness at the national and sub-national levels. The program does not duplicate existing efforts – for example CBR - but rather seeks to support the Government in building core state capacities to improve service delivery, fiscal sustainability and transparency and accountability. The program is to be implemented from April 2015 until December 2019, in budget entities supporting economic and service delivery outcomes and in targeted provinces where capacity building is under implementation. This program compliments and is coordinated with the Sub-National Governance Program and it supports execution of CBR in agencies not currently covered by the program as well as CBR proposal execution.

   

ACTIVITIES UNDERTAKEN:

Formulation and validation of new UN national public administration reform program focused on improved civil service management, and strongslinkages to improved aid management. 

 

OUTCOME:

Improved legitimate, transparent and inclusive governance at all levels that enables progressive realization of human rights..
