Geopolicity was contracted by UNICEF Iraq to lead the reform of the primary and secondary education sectors, developing a sector reform road map based on a costed service delivery model, functional review of the entire ministry and development of a new service delivery model. Geopolicity initiated and proposed the School Based Management (SBM) system which is currently being implemented by Government.
Technical assistance to Iraq’s Ministry of Education and UNICEF sector team, including the completion of a service delivery model description, sector costing of primary and secondary education and functional review. The support was linked to costed Millennium Development Goals, the development of a costed model for the sector, and SBM arrangements and road map. Hosting of three national workshops, validation of findings and adoption of investment program.
National education sector reform program adopted, and SBM piloted across five provinces.
'Geopolicity led much of the education reform work for UNICEF with a particular focus on improved service delivery and School Based Management, fully in line with our thinking. The work was extremely well received by government and the model developed is now being piloted'.
