DESCRIPTION:

The Afghan NPP-3 “Afghanistan Efficient and Effective Government”, is the flag-ship program and government wide reform and capacity building initiative which is managed and facilitated by the IARCSC with support of Governance Cluster and is implemented by ministries and agencies. Geopolicity was commission to rewrite the NPP-3 program document, based on continuous consultations with the relevant stakeholders. We identified the current situation, major achievements, challenges and constraints as well as opportunities, on the basis of reform specific analysis and within the overall government policy of modernization and democratization, so that the strategy of reform can lead the government institutions towards the path of modernization and democratization within the framework of good governance. The reform and capacity building strategy was prepared with long-term perspective with clear goal, objectives and deliverables within the proposed timeframe. Knowing that reform is a continuous process of performance assessment and improvement in specific objectives, four major areas of intervention were developed to realize the program goal during the three years of implementation. The document clearly defined the objectives, outputs and outcomes in each of the component and provides a detailed strategy of how this would be achieved.   

 

ACTIVITIES UNDERTAKEN:

Re-writing NPP 3 for presentation and approval of the JCMB, working with IARCSC and the World Bank, and Head of the Governance Cluster.

 

OUTCOME:

New national program formally sanctioned by government, with US$ 500 million in public investment, targeting functional and civil service reforms.
