  • Security Sector Public Expenditure Review

    Location: Liberia   Client: World Bank

    Public expenditure review of the core security service providers critical to the transition of the United Nations Missions in Liberia. These actors include: The Liberia National Police, Bureau for Immigration and Naturalization, Coast Guard, Armed Forces of Liberia, Prosecutorial services, courts and prisos. The review identified the scope to improve efficiency of spending in the security sector and included development of a prioritized and costed set of priorities based on the relevant security sector strategic plans, based on a basic minimum and affordable security package over the next 5 years taking into account macro-budgetary constraints and trends in donor spending.

  • Study on Sector Functional Assessment

    Location: Puntland / Somaliland   Client: UNICEF

    The objective of the assignment was a scoping and exploratory study to help identify the current service delivery practices and capacity within the education, water and health sectors, as well as the current response to various policy documents and frameworks adopted by the relevant ministries. The project advised whether any functions within the remit of the Ministries could be decentralized to districts and recommended pilots for the same. This assignment involved extensive review of the existing organizational functions and service delivery of the target ministries. Geopolicity engaged in (i) identification of services delivered in the sector (ii) the roles of the ministries, donors and stakeholders (iii) costing services, and (iv) laws defining service delivery.  

  • Provision of Consultancy Services to Assist Implementation of the I-PSM Programme

    Location: Iraq   Client: UNDP (Iraq)

    Service delivery and local governance constitute central features of this programme, we developed and supported (i) approaches to decentralization through a service delivery lens, (ii) increasing devolution of service delivery to local government and (iii) improving capacity of local government. Geopolicity lead 3 main areas of work (i) assessment of the Kurdistan Regional Government’s Public Administration Reform effort to date (ii) provision of technical support for: external reviews of phase 1, planning for phase 2, set up and functioning of a Steering Committee and PSM study mission and (iii) provision of technical support for 3 sectoral reviews in Health, Education and WATSAN.

     

  • Scoping Study for Preparation for Integrated Solid Waste Management

    Location: Iraq   Client: UNICEF / UNHABITAT (Iraq)

    A detailed preparatory sectoral assessment for the Integrated Solid Waste Management sector, assessing key structural constraints and identifying entry points for subsequent engagement. The overall objective of this preparatory work is to lay the foundation for future sectoral reform. Under the preparatory phase of this project, Geopolicity supported two particular I-PSM outputs: (i) preparatory works towards the formation and implementation of reform and restructuring of a road map for ISWM, and (ii) preparatory works towards enhanced decentralization of ISWM with deliverables including a Solid Waste Sector Study and broad based costing report of the Solid Waste Sector Reform Modernization Options report.

  • Functional Review, Service Delivery Model Assessment, MDG Costing and Reform Roadmap, Education

    Location: Iraq   Client: UNICEF

    Geopolicity conducted a Functional Review of the Ministry of Education in Iraq, as part of the Iraq Public Sector Modernization Program This project included (i) conducting a functional review of Ministry of Education (ii) developing a service delivery model description (iii) sector costing and medium term expenditure framework (iv) and sector road map. This work was closely coordinated with the Kurdistan Regional Government (KRG) and UNESCO.

  • Somalia National Security Strategy

    Location: Somalia   Client: UN Political Office for Somalia

    Geopolicity supported UN Political Office for Somalia (UNPOS) in providing senior leadership training to the TFG, including Prime Minister, Vice President and Cabinet, as well as supporting the development (drafting) a joint UN security strategy for Somalia which identified economic growth and investment as key to economic stabilization objectives.

  • SME Market Segmentation Support

    Location: Bangladesh   Client: World Bank / IFC

     

    Geopolicity is undertaking a SME Market Survey to address information asymmetries that exist between SME financiers and SME in the provision of financial services. This includes designing a research framework, preparing survey questionnaires, conducting workshops and key informant interviews, overseeing data collection and design and development a database with customized reporting function. Work also involves policy and institutional reform guidance.

     

  • Economic Impact Assessment - Silk Road Initiative

    Location: Central Asia   Client: US Government / SAIC

    Geopolicity is currently undertaking an Economic Impact Assessment (EIA) for the US Government of 15 large infrastructure, energy, mining and road projects, as well as 5 programs covering regulatory and legislative reforms, in support of the new Silk Road Initiative.  The work focuses on investment prioritization to maximize returns to growth, revenues and employment generation.

  • Economic and Infrastructure Development

    Location: Afghanistan   Client: DFID/GoA

    In 2010 Geopolicity provided senior technical advisory support to the Economic and Infrastructure Development (EID) Program of the Government of Afghanistan.  This US$6 billion program was presented at the Kabul International Conference in July 2010, which was attended by the Secretary General of the UN, US Secretary of State and over 40 Foreign Ministers.  In addition to formulating a new economic framework, Geopolicity assisted the Government in developing programs such as the Afghanistan Regional Resource Corridor Initiative (AR-RCI), Extractive industries Excellence program and Advanced Reform and Restructuring (ARR) Program.

  • Iraq Public Sector Modernization Program

    Location: Iraq   Client: UNDP/UNOPS

    In 2009 Geopolicity provided analytical and diagnostic services to the Government of Iraq (GOI) and United Nations Development Program (UNDP) to design the Iraq Public Sector Modernization (I-PSM) program. This support included a series of background issues and options papers relating to (i) public sector reform and modernization (ii) medium term budget management and decentralized service delivery (iii) integrated policy, planning and budgeting in support of service delivery (iv) redrafting the civil service law and (v) developing guidelines for conducting functional reviews.
